We have downloaded and installed a number of "free" Alpha emulators.  The Charon PersonalAlphaD20 while limited in terms of memory, disks and other system resources seemed to be the most solid.  We have also tested FreeAXP and EmuVM.  We couldn't get EmuVM to work.  Both the Charon and FreeAXP  emulators work in a non-networked environment.  The problems occur when attempting to use the Ethernet for VMSCLUSTER, DECNET and TCPIP.  The PersonalAlphaD20 worked properly on our hardwired Ethernet.

All of the emulators prefer a dedicated NIC.  None are without problems over WIFI.

We felt that the performance on all of the free emulators was on the slow side when compared to a real Alpha XP1000.  Not unacceptable but no faster.
