[Simh] Compiled 3.8-2 rc2 Win32 binary with Networking

What is it that prevents you compiling on Windows? If you can get a copy of
Visual C++ 2005 Express, it is free, and I believe it supports Windows
2000, but if not perhaps you could look at mingw.
