[Simh] RSTS/E accounts question

Ignore the question please.  I was staring at the answer in
START.COMwithout seeing it.

For anybody else needing the answer:

ASSIGN/SYSTEM/REPLACE _SY:[0,100]       FOO$

It's annoying I found the answer within literally seconds of posting the
question after searching for it for hours.
