[Simh] Autoboot on the 3900

Hmmm...

I did the work on the ROM image that made the extended memory
possible.  I'll look into why this is happening.  My goal was for the
updated ROM image to be a drop in replacement for the original rom
and merely behave nicely when more memory was available.
