[Simh] SIMH console telnet useage

I have Win2K, Zone Alarm, and older Kermit-95; and experience the same results with VAX emulation without Ethernet.  Using the executable WITH Ethernet support it works fine.  With version 3.6-1, I think the executables with or without Ethernet worked.
