[Simh] Shutdown of Vax from Linux shutdown script

I did a hack of the Windows version to trap a shutdown request.   

It requires an application running on that periodically monitors the state of a bit in a "DN-11" data reqister.  The VMS app issues a system shutdown when the bit is set.  The simulator console
 routine sets the bit when it receives the shutdown request from windows..

A number of registry changes were necessary to give the simulator enough time to shut down before continuing the windows shutdown process.

Should be able to do the same short of thing in Linux...
