I don't have a bootable RSX-11 to try, but the simple test of attaching the
disk image to rk0 and issuing a boot command got the canonical Files-11 error

   ***THIS VOLUME DOES NOT CONTAIN A HARDWARE BOOTABLE SYSTEM ***

I wonder, did you remember to decompress the downloaded file?
