[Simh] fortran availability for RSX-11m

Thank you, but after downloading and attaching to an Rk disk, the MOU 
command fails with
MOU - no home block found or structure not supported
Is the discimage not in files-11 format and what is there to do ?
Perusal of the simh archive gave me no clue
