[Simh] fortran availability for RSX-11m

Yes, I did gunzip and got a byte count for the file of 2.457.000 bytes, 
which looks ok for an RK05.
However, proceeding exactly the same for the RT11 Fortran version got me 
a readable rk05 and I was able to build Fortran.
