Thanks for your suggestions. What follows is just some additional rambling. No need to reply unless something happens to come to mind that might further illuminate me.

I think the setup you describe is just what I've got, as far as I can make it.

On OS X 10.3.9 w/ libpcap v0.9.x, I'm forced to assign an IP address to en1.  However, OS X doesn't actually use en1 itself if you use ifconfig to set its state to "down." 

Without an IP address at the OS X level, libpcap gets an error on its initial write() (which it uses to make sure the device is alive.) This may be a problem specific  to OS X, or to libpcap's OS X version, but I'm not enough of a Unix programmer to chase it down if it is.
