[Simh] RSTS V10.1 doesn't like QNA

I never realized that the SIMH xq device defaults to LQA-T, so I just booted a RSTS 10.1 system with xq set to DEQNA mode.

RSTS is unhappy:

Device XH0: internal micro-diagnostic failure, code 001004 - device disabled.

I'll dig into that, but does this ring any bells with anyone?
