[Simh] will bridging 2 nic solve the host to vax telnet problem

Depending on what host system you have you will have different options. Under Linux i typically create a bridge with both the physical interface (or a single vlan interface of it) and one or more tap interfaces. Then I attach to the tap devices from the simulators. The host ip is moved to the bridge interface. This gives full connectivity, for all intents and purposes the host and guest are connected via a switch.
