[Simh] how to request openvms hobbyist license paks

Hi Ron,

I just did this last week.

The link to the HP site on the www.openvmshobbyist.com site is indeed broken.

https://www.hpe.com/h41268/live/index_e.aspx?qid=24548 is the second site
indicated in the Google Search for "vms hobbyist license pack".  That one works.
