[Simh] created a mac osx homebrew tap for simh 4.0

I’ve created a new homebrew tap for building simh from HEAD on OS X

The major improvements over the simh formula in the Homebrew mainline – other than the move to 4.0 – is the addition of working NAT networking (tested on OpenBSD VAX). If anyone could improve the recipe to get graphics, libcap, etc. working; submit a pull request!
