[Simh] IO functions

Hi Bill,

This specific case is described in section 5.4.1 of the simh.doc file which can be found in the doc directory of the github.com/simh/simh repository.

Beyond the explicit documentation, the best place to help understand how these things are used is to search the existing simulators (in the above mentioned repository) for where something you are interested in is used in another simulator.

Well what is this. The function returns nothing and takes nothing right? What's the *sim_VM_init in parenthesis referring too? That's my question.
