[Simh] Escape sequence problem with VMS/DECterm

OK, the problem just got odder:

After finding that "set tti 7b" worked, I set it to 8b and it
still works!

Also, the documentation says the default is 8b, but when I start
up a new instance and "show tti", it says it is 7b.

Something very odd is happening.
