First of all, I'm not a DG person, but a VAX person, so I can answer on 
general principles only.

The way SIMH works, "set console dasher" instructs the console subsystem 
that the TTY connected to the console *is* a dasher-capable terminal or 
terminal emulator. So, find one. VT100/ANSI used to be the standard for 
terminals for a while, and dasher a minority.

The Windows console telnet command does most definitely have no dasher 
capabilities. It has limited VT100/ANSI capabilities. You need a more 
sophisticated/specialized terminal emulator that can use telnet for 
comms protocol and dasher for display operators.
