[Simh] Cygwin and SIMH

I'm pretty sure I've done it before.... I recall it being somewhat
straightforward.... although usually the makefile has to be forced here &
there, but there should be libpcap dev stuff for cygwin.....

I think I just liked the mingw stuff, since I can use that toolchain to
build Qemu ....
