[Simh] RSTS/E manuals in DJVU/OCR format

I have made PDF/OCR versions of the DEC manuals for RSTS/E from Bill
Heaton's site.  They are in the process of being uploaded to
http://retrotech.boldlygoingnowhere.org/RSTS/PDF-ocr right now and should be
ready for download within the next 24 hours.
