The RSTS monitor needs dataset support for the DZ11 built into it. There
is a question in the INSTAL dialog that reads:
Dataset support for DZ11/DZV11/DZQ11's ? [N]
with "No" being the default, I suspect it then just ignores all modem
signals and treats the ports as hardwired as you say.
The OP needs to recreate his monitor.
