[Simh] diags on the 11/780

Been a long time since field service...lets see if I remember.  Wish I
still had a diag tape to try with.

There were diag floppies that were bootable using the floppy device
(via the LSI-11 bus board
up to the memory on the VAX) but that won't work on the simulator.

On the 11/780 and all the rest of the Vax systems you could boot the
diag supervisor
from the system pack using the normail boot disk if they were loaded there.


Normally the diags get copied to sys$system:[sysmaint] and they then
get booted by setting the R5 register with bit 4 set (R5=10)  and
booting the disk.
