That's most probably the _nominal_ block count of a "standard" 650 MB CD.

I had no problems using a utility called "MkImage" [1] by SoftResInt,
err, Stromasys, that copies an ODS-2 (can't comment an ODS-5 devices) CD
to an image file which worked quite well with SimH and PersonalAlpha on
a Windows XP system. I've used that with many OpenVMS OS and Freeware
CDs of different "used block" counts ...

... mounting these disk images _read-only_ and as an "RAUSER" disk;
AFAIR I had to specify the actual size when mounting this "container" file.
