[Simh] VAX NetBSD 4.0

Hello Bob,

Thanks for trying it. The precomp binaries was a typo, I used the ore- 
compiled binaries from the trailing-edge site. I will try again using  
the configuration commands exactly as you describe below.  I was  
running under WinXP, and it looks like you are too.
