[Simh] VAX NetBSD 4.0

I am unable to reproduce this problem with the binaries that are on the 
SimH web site. Here is the log of booting NetBSD 4.0 on SimH 3.8-0. The 
behavior is identical on 3.2-3, 3.6-0, 3.7-0, 3.7-3, and 3.8-0.

I do not know what the orecomp binaries are, how they are compiled, or 
what errors they may contain.
