[Simh] Build under Visual C++ 8.

Cool deal!  the slirp part of that project compiles under the microsoft
compilers but doesnt work... looks like O2 flags on GCC break it too, must
be some unitalized stuff...

But me like the rest of the simh folks will be happy to see more emulators!
