[Simh] idle feature

I haven't booted up a pdp8 OS yet, but from my build of 3.7-3

PDP-8 simulator V3.7-3
sim> sho cpu
CPU, idle disabled, 32KW, EAE
sim> set cpu idle
sim> sho cpu
CPU, idle enabled, 32KW, EAE
sim>

I do recall with the vax stuff certain instances of when you had configured
the emulator enough it wouldn't allow you to play with the idle, you may
have to do it at the start, or part of your configuration isn't playing nice
with idle...

But I'm just guessing here, I haven't torn open the idle code yet, although
I should since the VAX idle stuff doesn't work on BSD 4.2 or 4.3...
