[Simh] Best way to Patch VMS 7.3?

Hi,
    I've got VMS version 7.3 on an SIMH machine here.  It's the unpatched 
original from the hobbyist VAX kit.
    I was wondering if the only way to get all the COMPAQ/HP provided 
patches is to just download them all individually, read the ECO update 
notices carefully in case something big has changed, and apply?
    I guess I'm a Linux user--specifically a Debian one--who misses the 
convenience and destructive power of a command like apt-get.
