[Simh] VAX/VMS Under Linux - error opening DUA3:[000000]VMS073.B; as input

I am following Phillip Wherry's step-by-step instructions to run VAX/VMS
under linux (Fedora 7), and am encountering an error at the point where
I am trying to restore the VMS "save set" to the first hard disk:

$ backup dua3:vms073.b/save_set dua0:
