[Simh] License transfer of OpenVMS to SIMH (legally!)

HP allow the transfer of OpenVMS licenses from physical VAX's to the commercial Charon-VAX product, as per the URL below:

Wouldn't it be great if these licenses were also applicable to OpenVMS running under SIMH - even if there was no official support, just an agreement that if you buy the license, you remain legal?
 
Should someone (me?) open a dialogue with HP to see if this can be arranged?
