When you ran TCPIP$CONFIG.COM did you select option 1, "Core environment"?
What is the output of these commands:
$ TCPIP
TCPIP> SHOW INTERFACE QE0/FULL
TCPIP> SHOW SERVICES
TCPIP> SHOW HOSTS/LOCAL

The messages about proxy services are notmal.
