[Simh] Non-existent Device

I just tried this in both the PDP-11 and the PDP-8 (SimH v3.7-0).  I got no
error on the -11; on the -8, I had to enable the RL device first (disabled by
default).

What aren't you telling us?  A complete start-to-finish log would allow us to
diagnose this more quickly than guessing.
