For reference, this is how I got VMS 7.1 up on SIMH
=======================================
1/ Get dd.exe from www.chrysocome.net/dd
2/ Insert OpenVMS CD in to PC, and make an image of it:
   dd if=\\?\Device\CdRom0 of=openvms71.img bs=1M
3/ Run the VAX emulator, and boot standalone backup from the CD image:

VAX.EXEVAX simulator V3.7-2sim> set rq0 rd54sim> set rq1 cdromsim> att rq0 new_vms.dsksim> att rq1 openvms71.imgsim> boot cpu
Loading boot code from ka655x.bin
KA655-B V5.3, VMB 2.7> Performing normal system tests.> 40..39..38..37..36..35..34..33..32..31..30..29.> 24..23..22..21..20..19..18..17..16..15..14..13.> 08..07..06..05..04..03..> Tests completed.>>>boot dua1
<Standalone backup now boots>

4/ Restore the VMS 'B' save set to DUA0:

$backup /image /verify DUA1:VMS071.B /save_set DUA0:<when backup is done, close the emulator, and restart as above to the chevrons>
5/ Boot VMS, and run installation procedure
>>>boot dua0
<VMS installation proceeds>
...

Initial feedback
===========

I'm running VMS on a quad-core AMD Opteron (2.2Ghz * 4) machine running Vista, and VMS seems *very* fast. One core of the CPU is pinned at 100% running SIMH, but the PC remains very responsive. Booted for half an hour now, and it's quite stable. I'm impressed. Does anyone use SIMH to run VMS in production environments?
