[Simh] trying to get the OpenVMS 7.1 CD to boot

OK, so I have tried copying the VMS CD using 'DD' from http://www.chrysocome.net/dd and the command: dd if=\\?\Device\CdRom0 of=openvms71.img bs=2k
 
(Not sure if the blocksize of 2k is correct, but it seems plausible) However, I still get the DEVASSIGN error when I boot the cd image.

My CD is marked "OpenVMS VAX Operating System v7.1 Binaries" - It's been such a long time since I did a VMS install that I can't remember how to kick off the install - do you just boot the image, or use /R5:1 or what?. Should I expect the vms binaries CD to boot in SIMH?
 
Once I get this going, I'll write up the process, I know there is a Linux "howto", but a Windows one would be useful also.
