[Simh] Slow VMS I/O

I'll re-iterate something that I mentioned before...

It appeared to me to show up all of a sudden - about the middle of Sept/06.

This was on a laptop - so the extra IO was really noticeable..  I could be way off base, but it could have been a security patch or SP2 itself that triggered the whole thing....
