[Simh] Warning when compiling with Intel C

I tried compiling simh 3.7-2 with Intel's C compiler for Linux. Seems to
work fine, although I haven't tried the binaries yet.

However, this compiler shows a warning that GCC misses:

sim_timer.c(526): warning #187: use of "=" where "==" may have been intended
      else if ((c = '%') && (val > 0) && (val < 100))
               ^
