It's a VMS problem rather than a SIMH problem. You're probably better
off asking in the USENET newsgroup comp.os.vms or joining the gatewayed
mailing list (INFO-VAX), or in one of the public access VMS-based NOTES
conferences.

Subscription information for INFO-VAX:

A hint for finding a way to tackle the problem:

Knowing that QMAN = queue manager.

	http://www.hp.com/go/openvms/doc
Click on 'OpenVMS Operating System' near top in left column
Click on 'V7.3' tab near the upper right side
Scroll down to 'System Manager Manual'
Click on 'HTML' link for the SMM
	Click on 'Contents'
In browser, do a find (search) for 'queue manager'
	Handy stuff: section 13.4, 13.5, 13.7

That should get you started and should suggest some ideas.

If you ask in the VMS groups, be sure to mention this is for a VAX
running <whatever VMS version>.
