[Simh] Throttle bug

For anyone who had experienced the problem that Robert did

ThrottleV2 is posted.

It fixes the low speed to a setting of 4 - in Throttlev2.com.

If you want it faster at the low end change the setting to a larger number.

if you want it slower make it smaller.

I will come up with a more elegant approach to specifying the speed shortly.

Note that although the minimum value is set as a logical, it's only read at startup.  I will change that at some time as well
