[Simh] VAX780 emulator and VMS versions 4.x

It would help if you would include your DO file so that we can see your simulator configuration.

VMS is probably stopping during the peripheral autoconfiguration phase.

You may have some peripherals enabled that VMS 4.0 does not recognize.
