[Simh] VAX780 emulator and VMS versions 4.x

I have a problem installing any of the VMS V4.x versions on the Simh VAX780 emulator.
After restoring the REQUIRED saveset from tape image and the subsequent reboot
VMS hangs directly after announcing itself:
sim> b rp3

Unluckily I haven't got a V4.x version of the Standalone Backup kit,
and I'm not quite sure whether that might be the reason.
When testing the VMS V3.x versions I started with the VMS V7.1
Standalone Backup kit without any problems; I tried this one as well
as some from VMS V3.x for the installation of VMS V4.x, but without
successs.
Are there any special preparations before installing VMS V4.x?
