[Simh] Throttle

I have discovered that my throttle doesn't work very well when there is a high
amount of traffic on the ethernet port..

I am guessing that the the DN-11 IO interrupt is not getting serviced..

Does that sound reasonable - should I bump the interrupt up in priority ???
