I just pulled the zip file off the web:

VAX simulator V3.5-1

sim> sho cpu
CPU, 512MB, HALT to SIMH

This is on Windows XP SP2 on a PC with 1GB memory.

If the error is "Memory exhausted", then you don't have enough (virtual or physical) memory to support the malloc (512MB) needed to allocate simulated memory.  Check the size of your paging file (under advanced performance options under system properties).
