[Simh] Conversion of VMS tapes to .TAP file format?

The Maketape.zip file available at

Now includes source code (delphi).  C source is included for a program that I
found on the
Internet that performs the same function.

Note that the program requires write access to the directory that the program is
installed in.  It stores an ini file that keeps the program parameters across
invocations.
