I personally recommend reading the tapes on VMS with VMSTPC, the 
resulting TPC images can then be converted to SIMH TAP files using 
one of the utilities on the SIMH website.  This is a win-win solution 
as the TPC images can also be written back to real tapes for use on 
VMS systems.
