If you want to see an example of it in action try out the site below.

as it's current configured, it'll throttle down to about .3 vup.  On 
demand, it'll ramp up to about 7 in about 10 seconds.  It's configured to 
increment when CPU utilization exceeds 50% and decrement when it is below 
25% - more or less..

I want to play with the code a little more, and clean it up some before I 
post it...
