[Simh] Location of library and include files for networked version of SIMH

Hello from Gregg C Levine
Just for the sake of argument, is there a reason why the make file for
SIMH have the include and library files for the networked version in
the local library under the usr directory, rather then in the library
directory under the usr one?

I changed the locations in the make file, and it promptly gave me an
error about a so-called missing separator on line 354.
