[Simh] Building the current version of SIMH usingCygwinrather then MinGW

Here you go.

This GNUmakefile has been tested with CYGWIN under Windows XP.

Let me know how it works for you. If it's good I'll try to to get it in
the next distribution.

Please do. I should also add that the machine in question hosting Cygwin
is running Windows XP at the moment.

My next step will be linking in the Windows Pcap libraries for Ethernet
access.
