You didn't mention your SIMH version.  On recent versions (>= 3.2-1), the 
command is:

  SET CONSOLE WRU=<val>

...where <val> is the character code of the desired interrupt character, 
expressed in "hexadecimal on hex CPU's, octal on all others."  See section 
3.11 of the "simh_doc.txt" file.
