[Simh] a few OpenVMS questions

Maybe this isn't quite the right list, but any help would be appreciated
anyway.

I'm running OpenVMS on a SIMH/vax with 64MB RAM. As I installed layered and
third-party products, I have to bump up ADD_GBLPAGES (in
sys$system:modparams.dat) to 35000 to install Multinet, C, C++, Ada, Basic,
and Fortran. In a nutshell, is this the expected behaviour? It's not
necessary to touch this file on my Alpha and I had hoped this problem would
go away with the KA655X and increased RAM size, but it doesn't seem to have
any effect.
