[Simh] Making Ethernet DEC DELUA available to RSX11M+

I should point out that if there is nothing responding to the CSR the 
DECnet driver is expecting, no driver will be installed, so "CON DIS 
..." will not show anything.

The simh side first needs to respond before anything else works on the 
RSX side...
