[Simh] Creating a blank (NOVA) disk image

Actually, for that simulator I'm 99+% sure that this is 
the initial expected behavior.  Please press on and try to 
use the device as a disk.  The disk0.6103 container file
should grow as it is used until the maximum size of a 
6103 model disk.
